Here are the steps involved in planning a tour to Tibet:

  1. Choose a local travel agency: Tourists must choose a local travel agency in Lhasa to organize their trip to Tibet. The tour operator will handle the process of obtaining the Tibet Travel Permit and organizing the itinerary for the tour.
